Was he shielding someone, say someone who was wealthy or had political connections (This was the heyday of tammany Hall)? Treat states, regarding those days of rampant police corruption, "Inspectors of the era had flexible consciences, not nonexistent one" -- he feels that the murder of a young woman could not be palmed off with a bribe.
